Underserved markets face significant challenges in procurement processes, characterized by limited internet connectivity, lack of digital infrastructure, and reduced access to transparent supply chain mechanisms. Traditional procurement systems, designed for well-connected urban environments, prove inadequate for addressing the unique constraints and requirements of underserved communities. This comprehensive review examines the transformative potential of mobile offline systems in creating traceable and transparent digital procurement frameworks specifically designed for resource-constrained environments. Our investigation reveals that mobile offline procurement systems demonstrate significant potential for improving supply chain transparency, reducing procurement costs, and enhancing market access for underserved populations through innovative distributed ledger technologies and offline-first architectural approaches. The research synthesizes evidence from multiple implementation contexts, demonstrating how mobile offline systems can address critical challenges in procurement transparency, vendor accountability, and supply chain traceability. By exploring emerging technologies, implementation strategies, and operational challenges, this review provides a balanced perspective on the opportunities and limitations of mobile offline procurement systems. The findings suggest that while mobile offline frameworks present promising solutions for underserved market procurement, successful implementation requires careful consideration of technological constraints, user adoption patterns, and regulatory compliance frameworks adapted to low-resource environments.
