Health systems worldwide face persistent challenges in achieving equitable, efficient, and resilient universal healthcare delivery, particularly in contexts marked by fragmented data infrastructures and weak governance frameworks. This paper examines how health systems strengthening can be advanced through robust data governance, enhanced interoperability, and the strategic use of health analytics. It argues that effective data governance encompassing legal frameworks, stewardship models, data quality standards, and ethical safeguards is foundational to building trust, ensuring accountability, and enabling sustainable data use across health systems. Interoperability is positioned as a critical enabler, allowing heterogeneous health information systems to exchange and meaningfully use data across providers, levels of care, and sectors, thereby reducing duplication, improving continuity of care, and supporting integrated service delivery. The paper further explores how advanced analytics, including descriptive, predictive, and prescriptive approaches, can transform interoperable health data into actionable insights that inform policy, optimise resource allocation, strengthen service planning, and monitor progress toward universal health coverage goals. By synthesising evidence from digital health, health informatics, and systems governance literature, the paper demonstrates that aligning data governance, interoperability standards, and analytics capabilities can significantly improve health system performance, equity, and resilience. Strengthening these interconnected pillars is therefore essential for achieving measurable improvements in universal healthcare delivery outcomes.
